Default Paypal security

Hy all. I need help wich following security in paypal:

"We're not able to process your payment at this time

In reviewing your account, we found out that we need more information from you before we can process this payment.
What you need to do

Please visit the Resolution Centre. There, you'll also be able to get more details on what additional information is required, and what you can and can't do with your PayPal account until the issue is resolved.

Once you provide the information we need, we'll send you an email to let you know if we need more details, or when your full account access has been restored and when you can try to complete this purchase again with PayPal.

I use clean proxy. Appear error "can not pay now" or appear "pay" - after the above error.
Does anyone have any solution?
